Description:

Source: Klamath HUC6 (180102) from the USGS National Hydrography Dataset (NHD), high-resolution, version 20200619.

The National Hydrography Dataset (NHD) is a feature-based database that interconnects and uniquely identifies the stream segments or reaches that make up the nation's surface water drainage system. NHD data was originally developed at 1:100,000-scale and exists at that scale for the whole country. This high-resolution NHD, generally developed at 1:24,000/1:12,000 scale, adds detail to the original 1:100,000-scale NHD. (Data for Alaska, Puerto Rico and the Virgin Islands was developed at high-resolution, not 1:100,000 scale.) Local resolution NHD is being developed where partners and data exist. The NHD contains reach codes for networked features, flow direction, names, and centerline representations for areal water bodies. Reaches are also defined on waterbodies and the approximate shorelines of the Great Lakes, the Atlantic and Pacific Oceans and the Gulf of Mexico. The NHD also incorporates the National Spatial Data Infrastructure framework criteria established by the Federal Geographic Data Committee.

Description:

Under the General Waste Discharge Requirements and Waiver of Waste Discharge Requirements for Discharges of Waste Associated with Cannabis Cultivation Activities (Cannabis General Order), prospective commercial cannabis cultivators must report the location of their cultivation area in order to determine their eligibility for a WDR waiver. One condition for waiver is whether the cannabis grow site falls within the boundaries of a tribal area. Such sites must obtain official permission from the tribal authorities in order to receive a waiver.

The Cannabis General Survey application uses this layer to determine whether an applicant's screening point (point of diversion for Division of Water Rights; grow area for Division of Water Quality) falls within 600 meters of a tribal area. Points which fall within the tribal area are noted in the IN_TRIBAL field of the Cannabis_DWR_Point and Cannabis_DWQ_Point feature classes.

This layer was derived by the Division of Water Rights by merging the Bureau of Indian Affairs Tribal Layers dataset with the US Census Bureau's Tribal Lands layer. The two layers were merged in order to include Public Domain Allotments along with the federally-recognized tribal land areas. A 600-meter buffer was then added to the resulting polygons in order to capture sites with very close proximity to the tribal area border.
